#23259's seat ruling (claim 6149212588, dispatch Zone 1): a permission set's body packageId must agree with its package binding, or the write is refused with a prescription; ADR-0086 D3 declares the key ("the owning package for a package-shipped set (absent ⇒ env-authored)"). PR #23311 applies it at the save and publish doors (and, after its patch round, the restore doors) and makes declaredOwnerOf read the binding only.
