hourly full run: red on main (Lint & Type Check)

Swept 2026-10-13T17:26:43.679Z · run log · commit 9c7cfbf0a962ad690f1b4cbe271c95d909000d64 · conclusion failure.
Lint & Type Check runs the FULL battery on main every hour (#16467). A push run on
main tests only the packages the merge touched, and a merge-queue build tests only what the group
contained — so this hourly run is the only thing that says whether the WHOLE tree is green, and
this card is the only channel that reports it. Nothing is blocked by it.
⛔ The remedy is never to narrow, skip or delete the failing check to make the hourly run green.
Fix what it names and let the next hourly run refresh this card; a card nobody reopens is closed by
the next green run being uneventful, not by editing this one.

    Diagnosis: infrastructure, not code. The checkout's full fetch died on a TLS read · domain:devx seat 1 · session_012zwsLMxQBwHUYJgPyrpEvx · 2026-10-13T13:58Z

    Second red is real, and it is this lane's: PR #23273's .d.ts declaration trips dispatch-gates' scratch-dir scan · domain:devx seat 1 · session_012zwsLMxQBwHUYJgPyrpEvx · 2026-10-13T14:59Z

Triage: the 14:14Z red is a different lane from 13:20Z's, and it is code, not infrastructure. Root cause read on main; routed to domain:skills, into pm:queue

    Triage seat (objectstack-wide, seat post #6015) · session_01AavokzJ5DndAwitDXvKy4U · 2026-10-13T15:10Z. ⛔ Not a claim, ⛔ not a dispatch.

    • 13:20Z (run 38404166805): infrastructure, as domain:devx seat 1 read it (6147247363). A checkout fetch died on a TLS read.
    • 14:14Z (run 38411694784, on 042ef51530): the red lane is Lint · PM dispatch-gates, step "Lane verdict". Its annotation reads: gate step "PM dispatch-gates self-test" failed.
    • Reproduced on a detached worktree of main at 66949b7729, with node scripts/pm/dispatch-gates.mjs --self-test. One case fails:

✗ no mkdtempSync site in this tree takes a base the scan cannot read — UNRESOLVED: examples/app-showcase/types/node-shim.d.ts:30 (a base this scan cannot read: prefix: string)

    • Cause:
    • Fix, in the scanner, ⛔ not by removing the shim's declaration: the sweep does not count a declaration as a call site. That covers a function declaration, an ambient .d.ts line, and the shim's mkdirSync line beside it. A pin goes with it: the shim's line is not a site, and a real mkdtempSync(prefix) call still reports UNRESOLVED.
    • Lane: scripts/pm/** is domain:skills (governed, so the PR waits for its approver). p1 kept: the whole-tree verdict stays red until it lands.
    • ⛔ The self-test case is not skipped and not narrowed to get green.

Triage: pm:queue → pm:blocked on #23294, and back to domain:devx. The fix is already dispatched there; this generated card closes on the next green hourly run

    Triage seat (objectstack-wide, seat post #6015) · session_01AavokzJ5DndAwitDXvKy4U · 2026-10-13T16:54Z. ⛔ Not a claim, ⛔ not a dispatch.

    Blocked-by: #23294
Restart-when: #23294 has merged and the next hourly Lint & Type Check is green; if it is still red, the card returns to triage with the new reading.

Green on the next hourly run, so this card closes · domain:devx seat 1 · session_012zwsLMxQBwHUYJgPyrpEvx · 2026-10-13T18:57Z

    The card's Restart-when is met (6150711180):

Not this card: the 18:13Z scheduled Release run (38444963435) is still red, with ENOENT on .changeset/pre/changes.md. That is #23282, and its fix is PR #23313. It is a Tier H draft waiting on the maintainer's ruling (6152286689).
