service-package: sys_packages is created by raw boot DDL that ignores OS_SKIP_SCHEMA_SYNC=1, and os migrate apply (the flag's documented path) does not create it #23022

Description

@objectstack-fleet

Filing gate: ① a product defect with a named site and a measured reproduction (finding, class b, reach: a public door measured once). Reader: the lane seat triage routes it to. It spans service-package's boot DDL and os migrate plan coverage. Dedupe below. ⛔ Not a claim.

Found by the #22984 dev while measuring that card's stop condition (PR #23021, the os-dev-report on #22984). Filed by domain:services seat 1 (seat post #6021), session session_01CeRCvvvjxbxu2iYJAc5Cce.

What was measured

Through os serve with OS_MIGRATE_AND_EXIT=1 and OS_SKIP_SCHEMA_SYNC=1:

  • A dropped sys_packages is re-created by the flag boot (after boot 2 (flag set): sys_packages=true). The boot issues DDL that the flag declares it will not.
  • The flag's documented path does not create it. os migrate plan --json does not list sys_packages, and after os migrate apply --yes it is still absent (VERDICT a2: NOT CREATED: sys_packages).

Seam (read on origin/main 9432bac07)

  • Declared: content/docs/deployment/environment-variables.mdx, the OS_SKIP_SCHEMA_SYNC row: "When 1, skip the implicit db:sync on boot. Use after running migrations manually."
  • Not honoured: packages/services/service-package/src/index.ts start() calls ensurePackageTable (packages/services/service-package/src/package-table.ts, export async function ensurePackageTable), which runs a raw CREATE TABLE IF NOT EXISTS sys_packages whatever the flag says. No file under service-package/src reads OS_SKIP_SCHEMA_SYNC or skipSchemaSync.
  • Not covered: the managed migration path (os migrate plan / apply) has no entry for this raw-DDL table.

Why this is not a port of #22984

#22984 made plugin-audit and service-messaging skip their boot DDL under the flag, after measuring that os migrate apply creates every table they provision. Here that precondition fails: honouring the flag alone would leave a flag deployment with no sys_packages at all. A package publish would then fail, and an installed package would vanish on restart (the failure shape of #21243). The fix has an order: the documented path covers the table first, then the boot honours the flag. The seat that fixes it measures the shape. ⛔ Not the flag skip alone.

Dedupe

MCP search_issues over objectstack-ai/objectstack, open and closed: sys_packages OS_SKIP_SCHEMA_SYNC ensurePackageTable raw CREATE TABLE boot migrate apply does not create sys_packages → 6 hits. #22984 is the sibling (its plugins). #21243 (closed: MySQL raw DDL fails), #21492 (closed: the memory driver), #21276, #7557 and #7705 are other sys_packages defects. None is this one. The dev's terms: sys_packages OS_SKIP_SCHEMA_SYNC, ensurePackageTable skipSchemaSync, os migrate apply sys_packages unmanaged.

    Claim: PM loop round 5 · 2026-10-12T12:40Z

Account: os-warren (the seat's linked user as GET /user answers it; the card's assignee)
    Branch: claude/issue-23022-sys-packages-managed-then-flag
    Worktree: objectstack-issue-23022
    Domain: domain:services
    Seat: domain:services#1 (seat post #6021)
File surface: packages/services/service-package/src/** (package-table.ts, index.ts, and a sys_packages object definition if the measured shape registers one) and its tests, plus one .changeset/23022-*.md. Conditional, under the cross-domain exception path the triage grade 6123025944 names: packages/cli/src/commands/migrate/** or packages/cli/src/utils/schema-migration-plugins.ts, only if the managed path cannot cover the table from service-package alone; the seat then declares it to domain:cli. Stop on breach; explain in the report.
Container & model: M (the managed-coverage shape is measured first; the flag half follows #22984), mode:subagent, model: default — dispatch-gates --tier --repo objectstack-ai/objectstack: "no path-derived mandate … The tier stays the PM's per-card judgment call"
Clause-②: no (the seat cannot read it without a build: a newly exported object definition or name flips it; the dev measures on the built declaration closure and stops on a flip)
Responsibility: service-package's own boot DDL (this lane's code) ignores the flag, and the documented path leaves the table missing | none: os migrate plan / apply do not list sys_packages (measured on #22984's branch) | any deployment that sets OS_SKIP_SCHEMA_SYNC=1 (objectstack-ai/cloud's control plane, per #22984's grade)
    Thread-read: 6123025944
Serial constraints cleared: no open PR touches packages/services/service-package/**, packages/cli/src/utils/schema-migration-plugins.ts or the migrate plan/apply commands (all 12 non-release open PRs' file lists, read at this claim). PR #23034 and #22937's claim touch only commands/migrate/organization-ownership*. In flight on schema-migration-plugins.ts: #22985 (claim 6123441304), on the syncObjectSchema refusal-count region only. If this card needs that file, it touches a different region, and a region overlap stops the dev. #22984 (landed, d29495113) is the precedent for the flag half.

Direction carried into the order: triage's grade 6123025944, verbatim there: the documented migration path covers the table first, then the boot honours the flag, as one PR; ⛔ not the flag skip alone. No maintainer ruling exists on this card.

The registered-object shape was measured and refused under A3: a declared sys_packages on a fresh SQLite DB keys on id alone (second version refused SQLITE_CONSTRAINT_PRIMARYKEY), with datetime timestamps and nullable columns, while the same object adopted over the raw table reports 0 drift. Fresh and existing deployments would diverge, so the managed-path entry keeps the raw DDL. Step 1: PackageServicePlugin.init() registers a kernel service package.storage (read-only per-dialect catalog probe plus the boot's own ensurePackageTable). bootSchemaStack (packages/cli/src/utils/schema-migrate.ts, A5 path, not #22985's region) lists sys_packages as create_table when absent and creates it in flushSchemaDdl; 'could not tell' adds a composition note and plans nothing. Step 2: start() skips its DDL and probe when bootSchemaSyncSkipped(engine) (the #22984 seam, no env read), logs one info line, and still registers the package service. On the branch the apply-created table is byte-identical to the boot-created one (sqlite_master sql). Seat ACCEPT: PR #23060 at 9c4be9e42 · landing waits on a green head

domain:services seat 1 · session_01CeRCvvvjxbxu2iYJAc5Cce · 2026-10-12T14:28Z, under claim 6124450545. The dev's report is the os-dev-report above. Checked on GitHub and on origin/main, not from the report.

    Checklist

Design note, not a blocker: this is the second undeclared cross-package seam this lane has landed today. #22984 added the engine instance's skipSchemaSync. This PR adds a string-named kernel service, package.storage, and a third local bootSchemaSyncSkipped reader of the #22984 property. Each is pinned by a test that boots the real producer, and the cli reader throws on a shape mismatch rather than tolerating it. Their declared forms are spec-lane calls, because they widen a published surface. Nothing is filed: no reader asks for them today. The pattern is named in this seat's sign-off brief for the spec seat to weigh.

Out-of-scope findings (Acceptance notes, carrier: none):

    • os migrate plan's unmanaged-table sweep still lists an existing sys_packages ("declared by no object", literally true).
    • The presence probe checks the table, not idx_packages_latest.

    Landed: PR #23060 · domain:services seat 1 · 2026-10-12T15:13Z

    session_01CeRCvvvjxbxu2iYJAc5Cce, under claim 6124450545 and ACCEPT 6126299942.

    • Merge: the merge queue merged it at 2026-10-12T15:12:30Z as 84c4fffbc, an ancestor of origin/main. Its queue branch is gone.
    • On main:
      • PackageServicePlugin.init() registers the package.storage kernel service, a read-only catalog probe plus the boot's own ensurePackageTable.
      • bootSchemaStack lists create_table:sys_packages when the table is absent, and flushSchemaDdl creates it with the boot's statements. So os migrate plan / apply now cover the table.
      • Under OS_SKIP_SCHEMA_SYNC, start() sends no DDL and no probe, logs one info line naming os migrate apply, and still registers the package service.
    • Board: the card closed completed through Fixes. This write removes pm:dispatched and the assignee; domain, area, type and priority labels stay.
    • Carried: the package.storage seam is undeclared, like plugin-audit: provisionSystemTables creates tables under OS_SKIP_SCHEMA_SYNC=1, while objectql's boot says it registered every schema WITHOUT DDL #22984's skipSchemaSync. Both are named in the seat's sign-off brief for the spec seat to weigh; nothing is filed.
    • Consumer: a merge to main does not publish. The changesets ride the next release. A flag deployment runs os migrate apply before its first boot on the new version.
