Why the churn is felt today:

  • The landing rule (.claude/skills/pm-dispatch/references/landing-operations.md § A) syncs and regenerates a PR before the queue whenever main moved a merge=os-regen path it touches. That means the two projections; registry.ts is not on that list.
  • The contract-review carry rule (references/contract-review.md, the pure-regeneration exception) does not treat registry.ts as generated, so a sync that moves it needs a fresh review.

    Second breakage from PR #22706 on every pull: the scaffold and release smokes red at their pack step (prepare + pnpm pack --json) — the fix is #22705's
