What happens

apps/docs/app/[lang]/privacy/page.tsx and terms/page.tsx keep their copy in a content record with two keys, en and zh-Hans.
de, ja, es, fr, ko: /LOCALE/privacy and /LOCALE/terms render the English text inside a page whose <html lang> is that locale. Nothing marks the English text: no lang="en" on the content, and no fallback notice of the kind 290 English-fallback locale URLs render English under lang="xx" with no notice, and the docs chrome (search, TOC, Copy Markdown, language picker) is English in every locale #298 added to docs pages.
zh-Hant: /zh-Hant/privacy and /zh-Hant/terms render English. Every other zh-Hant surface in this repo is derived from zh-Hans by gen-zh-hant (pages, ui-text/zh-Hant.json, and after Docs chrome still speaks English inside localized pages: fumadocs' hard-coded aria-labels, English page-tree names without lang="en", no zh-Hant 404 copy #305 the 404 copy).
