docs: Update Rosetta Gateway endpoints - #1808

The Rosetta Gateway moved to new SimplyVC endpoints, with Testnet now served from its own testnet.rosetta.oasis.io hostname. Document the new base URLs and note that the previous ones keep working. Also point the state sync example at /v1/block and say which hostname to use for Testnet, since each gateway only serves its own network.
