Summary

Update EF Core and Microsoft.Extensions to the released 11.0.0-rc.3.26522.148 packages, the SDK to 11.0.100-rc.3.26522.148, and the provider version prefix to 11.0.0-rc.3.

Also update SourceLink to 10.0.403, Microsoft.NET.Test.Sdk to 18.11.0, Microsoft.DotNet.XUnitV3Extensions to 11.0.0-beta.26526.3, xunit.runner.visualstudio to 4.0.1, and Testcontainers.PostgreSql to 4.16.0. Npgsql and its plugins are already current at 10.0.3.

Keep xUnit at 4.0.1: trying 4.0.2 causes existing inherited stored-procedure test overloads to fail discovery (see xunit/xunit#3645). Avoid expanding this dependency update into a test-suite refactor.

Upstream EF PRs requiring provider changes

None. The EF rc.2 and rc.3 tags resolve to the same source commit (f05a97f83d8fe43366d92d561cce59f02c6dd102); no provider API or SQL changes are needed.

Validation

• Build succeeds without warnings; all three provider packages pack successfully.
• Full CI-enabled test run (--filter-not-trait category=failing) uses an isolated Testcontainers PostGIS instance with PostGIS availability enforced: 770 unit tests and 29,062 functional tests pass; 227 tests are skipped.
• One pre-existing failure remains: TPCInheritanceQueryNpgsqlTest.Can_insert_update_delete expects generated key 4 in its SQL baseline but receives 3. Temporarily restoring all three version files to their original, unmodified rc.2 contents reproduces the same failure (94 other tests in that class pass). The unrelated baseline is left unchanged.
• This machine disables nuget.org in its user configuration, so local builds use -p:RestoreConfigFile=NuGet.config; no repository feed configuration change is needed.
