Summary
Backport #9211 to stable35. Make the translation tools pick up the Added line and Removed line labels, while keeping the guard for empty cells.
Merge after #9211.
Tests
The translation extractor found both keys after the fix and neither before it. An installed NC35 instance with this fix passed 67 comparison checks; two checks for the separate Full documents change were skipped.
These local checks used the prepared stable35 version. CI also needs to pass against the current stable35 base.
