[Phase 2] Ship #51 fail-open fix, resolve nod002 branch, cut 0.1.0 release

Context

verdict-node is the best secondary repo (216 tests, CI 30/30) but has a disclosed fail-open bug (#51) unshipped, no GitHub release, and a dirty WIP branch.

Story

As a visitor to verdict-node, I want a tagged release I can actually install, and I don't want an open security-relevant bug (fail-open) sitting unshipped.

Acceptance Criteria

• Decide: finish feat/nod002-parity-gate or drop it — do not leave it dangling
• Ship the fix for disclosed issue T010 [CODE-DEFECT] [P0]: createNextApiHandler fail-open — continues to proxy() after 503 denial #51 (fail-open bug)
• Cut a GitHub release for 0.1.0
• Add a CI badge to the README
