Added a template for creating a custom agent in the repository.

Adds a starter custom-agent configuration file under .github/agents/ so the repository can define a Copilot custom agent via a Markdown file with YAML front matter.
Changes:
- Introduces a new
.agent.mdfile containing YAML front matter and a short Markdown description. - Documents where to find format details and how to test locally via the Copilot CLI.
