Align Module Federation dependency versions

Align Module Federation packages in oris-ui with the approved versions used across MLRun UI applications.

🛠️ Changes Made

• add dts property to the federation.
• update version in the package.json

@module-federation/vite is pinned to 1.11.0.
@module-federation/runtime is pinned to 0.23.0.
