Adopt the AI usage policy of llama.cpp that:
Add AGENTS.md to instruct agents to follow the policy, and CLAUDE.md as a symbol link as Anthropic goes against open standard by not accepting the former.
Remove the old pull request template as majority of people (me included) simply ignore it, instead only leave necessary rules that contributors should absolutely follow.
