Per November survey feedback, seems some users are having trouble with Spring hot reload, so need to investigate the current state of this feature in VS Code.

• “springboot hot reload some times, trace through the method or class calls is not working mvn plugin can be improved”
• “When I'm on Eclipse or IntelliJ: spring boot hot realoads works just fine But when i'm in vscode when i update a document the server reload but it break throwing a "Address already in use" error”
