Bug: vscode-java-pack probably changes the keyboard layout without asking

Step to Reproduce:

1. Install vscode-java-pack
2. The vscode keyboard layout is changed

Expected Behavior:

1. Install vscode-java-pack
2. vscode-java-pack asks if it should change the keyboard layout.
3. if the user selects yes, then he can choose between IntelliJ, and, maybe, eclipse

Actual Behavior:
vscode-java-pack probably automatically changes the keyboard layout
