Pull request overview
Updates the GitHub Actions CI workflow to use a new runner selection format intended to address runner-system issues for the repo’s single-image pool setup.
Changes:
- Switched the
release-buildjob from the legacy self-hosted label array (1ES.Pool=…/1ES.ImageOverride=…) to the new pool-styleruns-onvalue.

This new format should fix some issues, but only works for single-image pools (which we have).
