Hi, I'm the Playwright bot and I triaged the red CI here.

The two failing playwright-cdn.spec.ts:43 installation tests fail the same way on main and on unrelated PRs, and this PR only adds DER encoding helpers in packages/utils/crypto.ts, which the CDN download path never touches.

In the aggregated test-results DB each one failed 35 of 2789 runs (1.3%), including on main pushes with no PR (sha 0ee695b, run 35380366756, four minutes after this PR's run) and on unrelated PRs test(coverage): skip coverage tests on tracing bots #42778, feat(firefox): roll to r1549 #42767, feat(reporter): and printOnlyFailures and --reporter-only-failures #42766, feat(trace-viewer): show film strip lanes for all videos, grouped by page #42765, fix(docs): document credentials, opfs, and indexeddb in storageState #42761, feat(trace-viewer): show screencast frames during playback #42751, fix(reporter): fail perfetto writes when the output stream errors #42715. Identical error every time: Expected the command to exit cleanly (0 status code), but exited with 1. Command: npx playwright install. The third case in the same file (https://cdn.playwright.dev) has never failed in that window, which fits a real CDN/network hiccup on the macOS bot rather than a code change.

The 6 flaky tests (video screencast, third-party cookies, service worker routing, COOP response body) all passed on retry and are the usual suspects — nothing in the DER helpers reaches them.

Caused by this PR

• None. The diff is additive on DER (encodeInteger Buffer overload, encodeBoolean, encodeOctetString, encodeImplicitContextDependent, encodeIA5String, encodeUTF8String) plus exporting the class; the existing numeric encodeInteger behaviour is unchanged.
