Replace the GitHub Actions Docker publish workflow with .azure-pipelines/publish-docker.yml, mirroring microsoft/playwright's pipeline. Port the Ubuntu mirror build arg, canary channel, arm64-first ordering and arm64 build retries under QEMU. Only publish stable images for plain X.Y.Z versions.

Summary
.azure-pipelines/publish-docker.yml, mirroring microsoft/playwright's pipeline. NuGet and npm resolve through the DevDiv_PublicPackages feed on the host, as inpublish.yml.X.Y.Zversions.mcr.microsoft.com/dotnet/sdk, which has no ACR cache rule and is not rate limited, so no ACR cache prefix is used for them.
