This PR updates the Azure DevOps release publishing pipeline to explicitly install Node.js so npm is available in the release publisher environment (the base image no longer reliably includes it).
Changes:
- Add a
NodeTool@0step (Node 20.x) to the tarball publishing job before runningnpm publish.

npm was kicked out of the base image at some point since we last run this. Yay.
