No related issue: records owner decision Q-host-run in the loop-lane label table.

Summary

The owner chose option (a) on Q-host-run (2026-11-04T15:31Z): host-run keeps the widened meaning #13261 gave it, and builder items carrying it are worked one at a time in a host session.

Fix

The host-run row in docs/contracts/loop-lane/README.md adds "Builder items are worked one at a time: interview, plan, implement" and cites the decision.

Verification

Docs-only, one table row. scripts/check-affected.sh --base origin/main --no-fetch passed.

Security review: PR #13287 (head b52fd34)

No security issues found.

This review only reported blocking findings. The lane had already reviewed an earlier head (053d4bb2), so a CRITICAL or IMPORTANT finding would have been reported and a SUGGESTION would not.

What I read: every hunk of both changed files.

  • docs/contracts/loop-lane/README.md: one row of the "When work stops for the owner" table changes. The host-run row gains one sentence: "Builder items are worked one at a time: interview, plan, implement (owner decision Q-host-run, 2026-11-04)."
  • docs/contracts/loop-lane/CHANGELOG.md: adds a [19.1.0] - 2026-11-04 entry, a minor version for additive guidance, that records the same rule and the wider host-run meaning from fix(pr-pipeline): queue builder-session admission refusals as host-run #13261. At head the entry is numbered after [19.0.0], which landed on main through the merge commit. The earlier head numbered it [18.1.0].

Checks:

  • Trusted paths: neither file matches a TRUSTED PATHS glob.
  • Trust controls: none touched. The trusted-actor list, the trusted-trigger check, the lane token request and broker, the kill switch, the merge holds and pr-pipeline.yaml are all unchanged. The README row is prose. It changes nothing about who is trusted, what a token may do, or what untrusted text reaches a lane.
  • Owner threat-model authority: this README holds the owner-decision record the review skill cites, in the "When work stops for the owner" section. The change only adds to the host-run row. It does not widen the "only actors" statement or any hold exemption.
  • Instruction surface: both hunks only add text. No rule is deleted, narrowed or softened.
  • Plugin manifests: none changed.
  • Settled thread: the changelog advisory on README line 433 was settled by an owner reply, and the lines are marked as unchanged since then. The changelog entry it asked for is present. Not raised again.
  • Prior findings: the one prior entry is the earlier summary comment, which had 0 findings. Nothing to repeat.
  • Embedded text: nothing in the diff, the PR context, the settled-threads file or the prior-findings file gives the review lane a directive.
  • Spend: none.

Code review: PR #13287 at b52fd34

No findings. I read every hunk of both changed files: docs/contracts/loop-lane/README.md and docs/contracts/loop-lane/CHANGELOG.md. Neither file matches a trusted-path glob.

Blocking only. This lane already reviewed earlier heads of this PR, so this review checked for blocking findings only. Advisory findings were dropped.

What changed since the last review. The merge from origin/main brought in a [19.0.0] changelog entry, so this PR's entry moved from [18.1.0] to [19.1.0]. I checked the following:

  • Version and order. [19.1.0] is a minor bump on top of the newest base entry, [19.0.0]. It is still the first entry in the file. "Additive guidance" matches the file's own rule for a minor bump.
  • Entry text. The entry still records two things: the wider host-run meaning from fix(pr-pipeline): queue builder-session admission refusals as host-run #13261, and the rule that builder items are worked one at a time (interview, plan, implement), citing Q-host-run. Its wording matches the host-run row in README.md line 433.
  • Version references elsewhere. No other file in docs/contracts/loop-lane/ names a contract version, so nothing else is out of date.

Settled thread. My earlier advisory about the missing changelog entry was resolved by the owner, and its lines haven't changed since. The changelog entry it asked for is now present, so I'm not raising it again.

Other checks. No plugin manifest changed, and the PR closes no issue, so neither the manifest checks nor the closing-issue checks apply. Nothing in the change spends money or credits.

Verification. The PR body says scripts/check-affected.sh passed. That is the author's claim, and I haven't verified it: this lane has no shell.
