Post-merge dispatch failure after #13632: lane not demoted #13645
Description
The post-merge check found a dispatch failure on main. No merge in it was put in the merge queue by the lanes App, so the lane is NOT demoted and keeps merging; the fix issues fix main.

Fixed by #13642 (merged 2026-11-06T02:49:27Z): #13632 added post-merge-test-mutation.yml as an upload-lane-transcript caller missing from the puller's TRANSCRIPT_JOB_IDS, which #13637's sync test (pull.test.mjs:212) requires. Main is green on the next two runs: https://github.com/melodic-software/claude-code-plugins/actions/runs/42153167184 (e69817f) and https://github.com/melodic-software/claude-code-plugins/actions/runs/42158503502.
