Refs #9737

Host-run: a session pull request. The issue lane mounts .claude/ read-only (its own words in #12554), so it cannot delete this file.

Outcome

This repository no longer tracks .claude/audit-pass.md. Nothing has read it since harness-config 3.0.0 (plugins/harness-config/CHANGELOG.md:131-135). Its one suppression, fce618a146f90b9c, already lives in docs/conventions/harness-config.yaml:8.

Change

Delete .claude/audit-pass.md. No plugin file changes, so no changelog fragment is needed.
Keep every ~/.claude/audit-pass.md line. That is the user-global layer (plugins/harness-config/skills/setup/SKILL.md:108,198, docs/contracts/finding-suppression/README.md:32).
