chore(bugs): delete this repository's retired .claude/bugs.md #13474
Host-run: a session pull request. The issue lane mounts .claude/ read-only (its own words in #12554), so it cannot delete this file.
Outcome
This repository no longer tracks .claude/bugs.md. Nothing has read it since bugs 0.18.0 (plugins/bugs/CHANGELOG.md:40-44). Its values already live in docs/conventions/bugs.yaml, which carries the same lanes and filing_posture: allowed. The one doc line that still names the file as present is updated.
Change
Delete .claude/bugs.md.
plugins/harness-ops/skills/changelog/context/native-drift.md:148: drop the parenthetical "and .claude/bugs.md until it is deleted". Keep the rest of the row.
Add a harness-ops changelog fragment.
Keep every ~/.claude/bugs.md / $HOME/.claude/bugs.md line. That is the user-global layer (plugins/bugs/scripts/concat-gotchas.sh:95, plugins/bugs/reference/config.md:16), which ADR 0075 keeps until its own migration.
Done when
git ls-tree --name-only HEAD .claude/bugs.md prints nothing.
git grep -nP '(?<!~/)(?<!HOME/)(?<!\}/)\.claude/bugs\.md' -- plugins scripts lib docs/contracts docs/conventions ':!*CHANGELOG*' ':!*.test.sh' prints nothing (on origin/main it prints one line, native-drift.md:148).
grep -n '^## \[0.18.0\]' plugins/bugs/CHANGELOG.md prints one line (the release that dropped the read).
Proposed work class: work-class: mechanical
Basis: automated intake triage; the lanes App applied this class.
Size: Small
Complexity: Low
Uncertainty: Known
Flags: none
Blocked by: none
Understood: delete the retired .claude/bugs.md, drop the one parenthetical in native-drift.md:148 that still names it, add a harness-ops changelog fragment, and leave every ~/.claude/bugs.md user-global reference alone. The done-when checks are exact and runnable. The issue says it is host-run, because the issue lane mounts .claude/ read-only. That is routing, not a blocker. Related but distinct chores that remove other retired .claude files: #13475, #13476, #13473, #13472, #13471, with the parent tracking issue #9737. I found no duplicate.
Not admitted to the issue lane: it carries host-run. Admission takes the issue once each of those is met, when intake triages it again (.github/actions/resolve-config/admission-rules.json).

The latest triage verdict holds nothing: admission moved the issue to
status: confirmed; its comment says why.kyle-sexton commentedon Nov 5, 2026
