   I read this as a bounded task: add eval cases for three skills that have none. They are audit and stateless in harness-memory, and generate-file-name-gate in docs-naming. It is part 5 of 9 of the split of #13300, and the done-when is clear. The sibling parts (#13303 to #13311) cover other skills, so none of them duplicates this one.

    The work-resolve-issue run that agent-ready started failed or was cancelled before it reported, or it stopped or the token broker refused it because its workflow files differ from main's. work-unblock removed and added agent-ready back to start a fresh run on main's workflow files. If this run ends the same way, it re-fires the issue again, waiting longer each time.
