Scrollbars rest as a faint hairline and only widen and darken while their pane is hovered or focused, using the shared scrollbar tokens, matching the editor in mdbase-connect.

Writer's scrollbars were browser defaults. This ports the editor's rules from mdbase-connect: thin scrollbars with a transparent track, a faint thumb at rest from the shared
--scrollbar-thumb-*tokens, and a stronger thumb while the pane (sidebar, editor, preview, home, settings sheet, popovers, dialogs) is hovered or focused.Verified in headless Chromium with native scrollbars enabled on a demo manuscript.
