Asana Ticket: ad-hoc from @handorff
Problem:
OIOs want to add an alert that affects all parking facilities, but the Alerts UI doesn't have the ability to select more than one facility when creating an alert.
Solution:
As a temporary mitigation in the face of the current blizzard, special case the alert that the OIOs have created and add every single parking facility
