Adds the program-level architecture for native ARM64 + Metal GTA IV and GTA V ports with iPhone 11/A13 as the baseline. The shipping design is static recompilation, not a runtime PPC/x86 JIT. GTA IV stays in LibertyRecomp-iOS; GTA V is planned as a separate future SanRecomp-iOS project based on the public Xbox 360 static-recomp work. Also documents frame-time, rendering, memory, streaming, and thermal policy for the iPhone 11 baseline. No Rockstar assets, leaked source, game payloads, or signing material are added.
