Implements the first Foundation milestone: exact upstream pinning, private-asset guards, game-revision verification, portable/macOS CI, an unsigned ARM64 iOS build, a native Metal shell, and the safe imported-content architecture. The executable hash list is intentionally empty until the exact legally owned GTA IV Xbox 360 XEX used by the recompilation configuration is fingerprinted. Physical iPhone execution and signing are separate device gates.
