Adds two sentences to the caution box of the Europe section on configuration/engine-authentication: our reading that the GDPR requires an Article 28 processor contract and a Chapter V transfer basis (adequacy decision or Standard Contractual Clauses) rather than EU servers, that an EU-resident route removes the transfer question, and that this is an interpretation and not legal advice. Links the regulation on EUR-Lex.

Checks: npm run build (151 pages, 26834 internal links verified) and npm test pass in documentation/.

Add our reading that the GDPR requires an Article 28 processor contract
and a Chapter V transfer basis rather than EU servers, mark it as an
interpretation and not legal advice, and link the regulation text.
