Upgrades the Import GPG Key step from crazy-max/ghaction-import-gpg@v6 to v7 in release and Higgs Shop data-plan automation workflows. Inputs (GPG_PRIVATE_KEY, GPG_PASSPHRASE, commit signing flags) are unchanged; only the action major version pin moves.

This affects GPG-backed git commits in Release Sample Apps (release branch creation and semantic release on main) and Sync Higgs Shop Data Plan (signed commits when opening data-plan update PRs). v7 defaults to Node 24 and needs a current GitHub Actions runner (v2.327.1+).
