Concurrent devcontainer file requests each spawned a Docker exec, allowing hundreds of short-lived processes and zero-memory rows in Process Explorer. Limit filesystem operations to eight concurrent processes, releasing capacity on success and failure while terminal and lifecycle commands remain independent.

Add queue/error regression coverage and a Linux Docker lifecycle test that checks mixed concurrent reads, bounded child counts, and complete cleanup.
