Revert passing extension ID to participant SID Marshal. - #1830

This reverts #1826. Marshal always writes DTEI_PARTICIPANT_SID again. The cloud server handles the compatibility phase on its own. It builds the old ID extension with NewExtension. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
