Summary

Prepares the v0.65.0 release:

• Bumps project version to 0.65.0 in pyproject.toml and updates uv.lock.
• Updates docs/changelog.rst with the v0.65.0 release notes covering all 14 PRs merged since v0.64.0:
  • IBM Db2 database adapter, SQLGlot dialect, and extension support (feat(adapters): add IBM Db2 database adapter, SQLGlot dialect, and extension support #811, refactor(adapters): simplify oracledb and db2 _typing.py and internalize core helpers #823).
  • Spanner and Spangres SQLGlot dialect isolation and AST support (refactor(dialects): isolate Spanner and Spangres dialects and expand AST support #813).
  • Spanner adapter & store optimizations and release fixes (feat(spanner): adapter & store optimizations and post-merge release fixes #814).
  • MySQL family adapter consolidation and data-dictionary reorganization (refactor(adapters): consolidate and clean up MySQL family adapters #821).
  • OracleDB adapter and store cleanup (refactor(adapters): clean up OracleDB adapter and stores #817, refactor(adapters): simplify oracledb and db2 _typing.py and internalize core helpers #823).
  • Native controls and performance optimizations for BigQuery (perf(bigquery): retain native controls and simplify query execution #812), PostgreSQL (perf(postgres): reduce round trips and retain native adapter controls #822), SQLite (perf(sqlite): preserve native options and bound Arrow loading #820), and MSSQL (perf(mssql): preserve native bulk loading and streamline execution #819).
  • Native Arrow capabilities and parse-once bindings (fix(adapters): retain native Arrow capabilities and parse-once bindings #818).
  • Fixture JSON export/load, conflict keys normalization, and upsert options (bug(fixtures): JSON/JSONB column export double-encoding and DuckDB JSON scalar load failure #824, bug(fixtures): conflict_keys splits bare str into characters and rejects shared conflict maps on subset loads #825, feat(fixtures): support sparse JSONL row keys, target-table column filtering, and immutable upsert columns #826, fix(fixtures): fix JSON export/load round-trip (#824), conflict_keys normalization (#825), and sparse/upsert options (#826) #827).

Validation

• make docs passed without warnings or errors.
• make lint (ruff, prek, mypy, pyright, slotscheck, zizmor) passed with 0 errors.
• Targeted unit tests passed.
