Update from code changes: document organization users and groups as code

Summary

Extend the content-as-code guide and CLI reference to cover organization-scoped users and groups alongside custom roles.

Changes

• Regroup the existing "Custom roles as code" content under a new Organization content as code umbrella that documents the shared --organization workflow and the sequential upload order (custom roles → users → groups).
• Add a Users as code section: YAML contract keyed by normalized primary email, role reconciliation (system and custom), disabled/lifecycle behavior, non-portable credentials, opt-in --send-invites, admin-invariant safety, and organization-boundary enforcement.
• Add a Groups as code section: YAML contract keyed by exact group name, atomic membership replacement resolved by primary email, groups-feature-disabled skip behavior, and the SCIM-owned-groups limitation.
• Update the --organization flag descriptions on lightdash download and lightdash upload in the CLI reference to cover all three resources, plus add the new --send-invites flag and example.
• Cross-link the new sections from the custom roles page.
