build!: publish ESM only, require Node 22 and switch to tsdown - #24

Update all dev dependencies (TypeScript 7, @changesets/cli 3, biome 2.5) and pnpm to 12.12.1, and build with tsdown instead of tsup, keeping the same output files (including dist/index.global.js, which now exposes an 'enviconf' global). TypeScript 7 no longer includes @types/node by default, so list it in tsconfig types.

BREAKING CHANGE: the package now declares engines.node >=22.
Run the workflow for pull requests and pushes to main instead of every push, release only on pushes to main, let changesets/action run the version script and update actions/checkout to v7.0.1.
BREAKING CHANGE: the CommonJS and IIFE builds are no longer published.
