Updates the validate matrix from 18.x, 20.x, 22.x to 22.x, 24.x, 26.x (drops the EOL Node 18 and 20). Publish/release jobs are unchanged.

Verified locally on Node 26.3.0 with pnpm 8: install, lint, tsc, test:ci and build pass.

Note: the release job still uses Node 18, and the packages' engines fields were not changed.
