build!: require Node 22, publish with trusted publishing and update dependencies - #11

Update all dev dependencies (TypeScript 7, Vitest 5, @changesets/cli 3) and build with tsdown instead of tsup. Drop the baseUrl tsconfig option, which TypeScript 7 removed, and the coverage 'all' option removed in Vitest 4.
Supersedes #10 (rebuilt on top of main). Publish through changesets/action v2 with npm trusted publishing and provenance instead of an NPM_TOKEN, run the release job in the release environment without a dependency cache and set up Node/pnpm via labd/gh-actions-typescript. Also run the validation on pull requests instead of on every push.
BREAKING CHANGE: the package now declares engines.node >=22.
