ci: bound Actions artifact retention

Изменение

• временным Actions artifacts задан retention-days: 7;
• публичный репозиторий остаётся на штатном Actions storage: GHCR canary создал public package, поэтому реальные отчёты туда не публиковались;
• инертный canary package удалён, платное хранилище и новые секреты не подключались.

Проверка

• финальный diff содержит только retention metadata;
• workflow YAML разобран локально;
• git diff --check без ошибок.
