Fix installer compatibility for independent plugin releases

Plugin v1.0.0 failed to install against component 0.1.1 because the installer required their major versions to match. The component provides the required runtime, and these repositories release independently.

Remove that release-version coupling while retaining the component 0.1.1 minimum, enabled-state and runtime-autoloader checks. Execution still requires the shared typed console runtime. Add installed dependency regression cases, update documentation and add pending entries to both changelogs. Published tags and checksums remain unchanged.

The installed tests read the installed plugin manifest, so the same tests work in the component's JCB container fixture where only the test script is copied.

Validation at eab466c:

• PHP 8.3/8.4 CI: source archive completeness, 18 release metadata checks and 29 native Joomla console checks passed.
• Installed Joomla 6.1.3 / MySQL CI: source ZIP installation and all 27 plugin checks passed on PHP 8.3/8.4, including install/update with independently versioned components, too-old/disabled/missing component rejection and uninstall without the component. Registry fixtures are restored in finally.
• Component PR Supply the GitHub token for OctoJPack public sources mcp_component#6 pins this revision in both its installed and JCB workflows.

Fixes https://github.com/joomengine/mcp_plugin/actions/runs/36455842922/job/109042215043. After merging, publish the fix through the normal next-version workflow before resuming package publication. The existing v1.0.0 ZIP is immutable; no release was run by this PR.
