Restore installable source ZIPs and OctoJPack release ownership

A plain repository ZIP previously omitted production dependencies and installer files, while this component repository maintained its own component/combined-package builders. This PR restores the JCB/OctoJPack distribution model.

Changes:

• Commit all 31 locked production dependencies, installation seed and licence in their installable locations, with relocation-safe autoloading.
• Remove local ZIP/distribution builders, distribution locks and combined-package update metadata. The component retains its owned webservices routing plugin; SQL installation and customization-preserving JSON upgrades remain unchanged.
• Add a manual next-version release workflow: freeze both changelogs and manifests, create an immutable tag, add its Joomla update entry, wait for OctoShoom and verify the committed SHA-512, then invoke external OctoJPack against a separate configured package repository.
• Configure repositories, tool refs and credentials through GitHub variables/secrets. Preserve existing tags and update history during retries.
• Read MCP/HTTP runtime version identifiers from the native manifest so future releases report their actual version.
• Document source installation, categorized Joomla/Markdown changelogs, [[[NEXT_VERSION]]] agent conventions and setup in docs/RELEASE.md.

Validation on final head 7abb9e3:

• PHP contracts, source archive/relocation, seed reproducibility and release metadata: green on PHP 8.3/8.4.
• Installed Joomla: green across PHP 8.3/8.4 × MySQL/PostgreSQL, including direct source ZIP installation, console/client integration, upgrade and uninstall.
• Installed JCB acceptance: green.
• Local actionlint, embedded Bash/PHP syntax, 234 metadata transition assertions and manifest-based version tests pass.
• External OctoJPack no-push integration successfully combined the actual component/plugin source archives and verified nested ZIP integrity and extension identities.

Shared tool prerequisite: octoleo/octojpack#2 (GitHub tag archives, complete packages and atomic publication/retries).

No release, production tag or merge has been run. Before releasing, configure the variables/secrets in docs/RELEASE.md, select a reviewed OctoJPack revision containing PR #2, and release the console plugin first. The first real tag release populates the initial update feed; no nonexistent download URLs are advertised.
