Ship FEAT-004–009 (ledger/metrics, readiness indicators, Scope Lock, Jira requirements, milestone subdirs, session-brief archive), close planning/CI drift, and unify plan/architect/create-work readiness with the validator so the feature mix stays coherent for further iteration on this branch.
