- Without an explicit base, dorny/paths-filter defaults to the repository's default branch (beta here), so a push to any other branch (master) falls into its merge-base diff mode instead of comparing against the branch's own previous commit, silently reporting zero changes and skipping publish. - Also bumps dorny/paths-filter to v4 to drop the Node.js 20 deprecation warning (unrelated to the fix above, no documented behavior change).
