Converted to draft without the intention to merge. This seems to be fixed in DPDK 26. Unless a need arises for needing older DPDK, in which case this PR can be used as a backport, I would just use the newer one. |

This adds a DPDK patch to make EAL PCI argument work with multiport-eswitch and PF1. It is apparently fixed upsteam, so I just created a patch from a commit.
I suspect some newer DPDK will not need this anymore.
Thanks @guvenc to finding the fix in DPDK logs.
