Moving to ipfs/ipfs-docs/ → tools/http-api-docs

cc @hsanjuan @aschmahmann – FYSA we are automatic HTTP API docs generation

• http-api-docs is used only for generating https://docs.ipfs.io/reference/http/api/ so we decided to move this code to ipfs-docs repo
• @petar implemented automation in Automate CLI and HTTP API doc generation ipfs/ipfs-docs#875 that detects new go-ipfs release, runs http-api-docs and opens a PR with relevant changes to API docs

Remaining tasks

• wait for Automate CLI and HTTP API doc generation ipfs/ipfs-docs#875 to be merged
• triage issues and either close or move to https://github.com/ipfs/ipfs-docs (@lidel)
• update README to inform that code was moved to ./tools in https://github.com/ipfs/ipfs-docs (@lidel)
• archive this repo and move it to https://github.com/ipfs-inactive/ (@lidel)
