Visitor-facing discovery, not repo-chora

  • Add a root Capability Atlas and a prominent README entrance for 32 composite actions, organised into eight clades: Sentinel, Covenant, Forge, Schema, Proof, Bridge, Observatory and Frontier.
  • Separate purpose/clade from operational nature (scanner, validator, proof executor, receipt verifier, etc.) and enforcement status.
  • Provide generated clade cards with actual behaviour, prerequisites/assurance boundaries, action definitions and workflow/template entry points.
  • Make limitations explicit: 20 enforcing, 3 tool-dependent, 7 advisory and 2 placeholders. Source-pattern checks are not compiler/proof execution; simulated hosting and mock/heuristic metrics are not certification.
  • Preserve runtime action paths, required contexts, scanner policy and behaviour. No consumer edits or repo-chora changes.

Maintenance and validation

  • Single reviewed JSON inventory; policy-compliant Bash/jq renderer and read-only drift checker.
  • Every action appears exactly once. Check targets, classifications, inventory coverage, symlink/path escapes, navigation, generated freshness and README counts.
  • Local inventory/navigation/determinism checks pass, including 15 negative-control scenarios (11 metadata mutants plus new-action drift, symlink escape, stale output and orphan pages). All ten visitor pages render through Asciidoctor 3.0.4 with zero warnings/errors.
  • Wire catalogue checks into existing hosted controls without adding external action dependencies or lock edges.

Scope

Six reusable workflow entry points and seven caller/rollout templates are wrappers, not counted as extra products. Existing original 26-action audit inventory is labelled as a baseline rather than the whole suite. Prior untracked rollout artifacts are deliberately excluded from this PR.

The first hosted run correctly rejected Python implementation source under existing language policy. The tooling was rewritten in Bash/jq without exemptions or policy changes. All 16 currently reported checks pass on head 61cd8c1; GitHub merge state is CLEAN. Hosted controls run 41218868815 passed in 26s, including the atlas regression step and all existing real-scanner/receipt/lock controls. CodeQL, SonarCloud, Semgrep, GitGuardian and hygiene checks pass. No reviewer approval is claimed; ready for owner review/merge. No merge performed by this session.

Summary

Summary by CodeRabbit

  • New Features
    • Added a visitor-facing catalogue of 32 CI/CD capabilities, grouped by area and indexed by purpose and type.
    • Each entry describes its scope, status and limitations, and links to the relevant action and supporting guidance.
  • Documentation
    • Expanded the overview and maintenance guidance to explain capability classifications and catalogue updates.
    • Clarified that advisory signals may be simulated or heuristic, and that placeholders do not provide assurance or act as recommended gates.

The PR adds a versioned inventory of CI/CD capabilities and a Python builder that validates the inventory and generates catalogue pages. It updates the README and adds maintenance guidance, regression tests, and a workflow step to check the generated pages and run the tests.

Changes: Capability Atlas

Layer / File(s) Summary
Inventory and catalogue builder
catalogue/capabilities.json, scripts/build-capability-catalogue.py
The inventory records capabilities, classifications, descriptions, limitations, and implementation paths. The builder validates entries and targets, renders pages, and writes or checks generated output.
Catalogue pages and overview
CATALOGUE.adoc, catalogue/clades/*, README.adoc
The catalogue and clade pages describe capability scope, status, nature, links, and assurance boundaries. The README distinguishes the catalogue from the audit inventory and clarifies the limits of advisory outputs.
Maintenance and automated checks
catalogue/README.adoc, tests/capability-catalogue.py, .github/workflows/secret-scanner-self-test.yml, README.adoc
Maintenance guidance describes inventory updates and validation commands. Tests check inventory validity, rendering, links, filesystem cases, and stale pages. The workflow runs the catalogue check and tests.

Possibly related issues

  • Issue 63 concerns a broader readiness receipt with latest-SHA and review evidence. This PR documents the exact-commit SonarCloud receipt boundary, but does not implement the broader receipt.

Possibly related PRs

  • hyperpolymath/cicd-suite#62: This PR adds the bounded secret-scanning implementation that the new catalogue inventories and documents.
  • hyperpolymath/cicd-suite#58: This PR defines tool-unavailable and not-applicable behaviour for capabilities whose boundaries the catalogue records.
  • hyperpolymath/cicd-suite#66: This PR adds the SonarCloud receipt verifier that the catalogue documents as an enforcing capability.
Merge Risk: Moderate · previous review 9dfe1

Generating the catalogue could overwrite a file outside the repository if a generated output path is symlinked. Contain generated writes before merging.

Major · Security & Privacy · Quick win

Keep generated writes inside the repository.

If a checkout contains a symlink at CATALOGUE.adoc, a clade page, or catalogue/clades, write_text follows it. Running the documented renderer can then overwrite a file outside ROOT. Check each output file and its resolved parent against ROOT.resolve() before writing, and reject symlinked output paths. Based on learnings, lexical paths do not contain writes when a symlinked ancestor redirects them.
