fix(release): dispatch fork candidate by commit

What

• dispatch BETA candidate builds by fork commit instead of pre-creating a tag
• wait for BETA release metadata as well as its assets

Verification

• pnpm --filter amicode exec vitest run test/release_workflow.test.ts
• YAML parse of candidate workflow

Requires harmoniqs/opencode#313 to merge first.
