Self-hosted Grafana was added in #2287 and enabled only in dev. This sets
grafana_settings.enabled = truefor staging and production, with the same sizing and GitHub team settings as dev.After this is applied, each environment needs the manual set up from
infra/modules/grafana/README.md:https://grafana.<root_domain>and the callback URLhttps://grafana.<root_domain>/login/github./grafana/github/client-idand/grafana/github/client-secret.grafanaECS service.
