This change performs the transition of the VecBench vector search benchmarking framework to a native Bazel-based build and packaging system. Key Accomplishments: - Defined Bazel build targets for the core library and CLI. - Packaged the application as a container image. - Updated dependencies and visibility configurations. - Refactored optional database and metrics imports to use dynamic loading.
