This PR is part of an escalating GitHub PR Stack to seed reproducible
Gemfile.lockfiles acrossgoogle-api-ruby-client(566 libraries total), derisking our rollout and verifying CI matrix determinism.Stack Structure
chore/seed-lockfiles-batch-1->main): Initial batch of 19 lockfiles (root monorepo,google-api-client,google-apis-core,google-apis-generator, and first 10 REST APIs).chore/seed-lockfiles-batch-2->batch-1): Incremental +50 REST API lockfiles (69 total in stack).chore/seed-lockfiles-batch-3->batch-2): Incremental +150 REST API lockfiles (219 total in stack).chore/seed-lockfiles-batch-4->batch-3): Final +347 REST API lockfiles (100% monorepo coverage / 566 lockfiles).Compliance & Verification
