feat: organize Cookbook by learning level

Summary

• replace the single pinned flagship with a featured carousel that curates one recipe per learning level
• group the full catalog into clearly labeled Simple, Intermediate, and Advanced recipe sections
• add shareable capability and implementation-surface filters with intersection semantics
• prefer the Search quickstart in the flagged Beginner carousel while keeping it absent from the public view
• preserve preview grants in carousel and card links
• add manual navigation, pause/resume, hover/focus pausing, reduced-motion behavior, and carousel semantics
• wire capability metadata into the Cookbook index and remove the obsolete flagship component
