Removing “User licenses” from the billing manager abilities list makes this section inconsistent with other docs that state enterprise billing managers can manage GitHub user licenses (seats) for self-serve volume licensing. Consider restoring this bullet (and, if the intent is to clarify Copilot licensing specifically, adjust the text to distinguish GitHub plan licenses from Copilot subscriptions/seat assignment rather than removing license management entirely).
